Express Saddle?

I acquired the saddle in 1970 in Helena, Montana. I had the cantle cover and horn cover repaired and replaced the saddle strings, so there is different leather at those spots.
I have tree maker information in a safe deposit box that I will retrieve in late September, 2005.
I will also re-examine the saddle at that time for weight and maker stamp.
Note the wear spot near the bottom of the fork cover. There is identical wear on the opposite side of the saddle. Is it from mochila rubbing?
What is the purpose of the laced stubby strap in the latigo ring?
